We start out with the upper eyelid. Make it thick and dark, because this is manga.

Now sketch in the lower eyelid. Make it slightly less thick but just as dark.

Next, we sketch in the long, thick eyelashes. Don't overdo it, just a few will suffice. Once again, the top eyelashes are thicker than the bottom lashes.

Finally, draw in the iris. Please note that most of the shines are in the iris, not the pupil, and that the one in the pupil is quite small. If it was too large, it would overwhelm the eye and make your character look shocked.
