The first thing we need to do is draw the simple shape of a small skull head/face.

Here you will draw the lower portion of the face, then add a dimple on the chin.

Draw the eye sockets and then draw nasal cavity as well as the teeth lines. Sketch in the rough detailing to the face, and you are done here.

Add the rounded shape to the top of the head, then add some detailing to the hair.

Almost done already folks. Draw in the thick puffy pigtails, then add some layers on the sides of her hairline.

Lastly, add detailing to the ponytails, then erase whatever mistakes you might have made.

Your line art should look like the drawing you have here. Color in the drawing and you're done.

Description: This is just a an idea I had and I thought I would put it down on digital paper. Here is what I like to call "how to draw an anime skull girl" which is basically an anime girl wearing a skull style mask. She has cute thick pigtails and her chin is pretty pointy. All in all I think you will agree that this concept is weird, but cute. Have fun and stick around because there are some anime character related tuts on the way.
