Start drawing her clothes and add the little headband thing on her forehead. (Sorry, I don't know much about Sailor Moon.)

Draw Sailor Saturn's face.

Draw her eyebrows, the rest of her clothes, and her hand holding her baton thingy. (Again, I don't know much about Sailor Moon.)

Erase the guidelines, and you're done!
