step one draw the outline of the eye itself and add the round iris inside

next you add the pupil, wich resembles a slight slit in the eye

next you add a few lines outlining the eye and at perpendicular ones in between.

next draw an outer bunch of small scales.

continue to draw scales close to the outside of the eye.

next draw similar scales radiating from the eye.
