Here is "how to draw Cindy Lou Who", step by step. Cindy Lou is probably one of the sweetest cartoon creations ever created. She has that doe eyed look followed by an innocence that can be seen a mile away. Cindy Lou Who is also responsible for Grinch's heart turning into mush because of her saddened look on her face when she catches Grinch stealing Christmas.
