Start off with a circle and the facial guidelines.

Next, draw out the actual structure of Pennywise's face along with the ears.

You will now draw the circle shaped eyes, color in the pupils and draw the eyebrows.

Here you will detail inside the ears, make the marking makeup lines on the eyes, add a nose and create the smile.

Lastly, draw out the clown hairstyle and you're done and ready to clean up the drawing before coloring.
