Draw the beak and markings around the eyes.

Finish the rest of the face..

Now make that thing around his neck xD

Start making part of the body and fins.

Finish the body and make his feet..

Now last is to make that thing that hangs on his back(kinda like a cape)and add the bubbles if you want.
