The first thing you need to do is draw out the wide shape of the head like so. When that is done you can sketch in the facial guidelines followed by the body shape.

2

Simply draw out the actual shape of her head and be sure to include the spikes for her hairstyle.

3

Draw in Buttercup's awesome sharp style bangs, then move to step four.

4

Okay folks, here is when you will draw the slants to her eyes which will also give Buttercup her serious expression. When that's done draw the shapes of her eyes, as well as her frowning mouth.

5

Define the body shape until you end up with a dress. Add her belt then move to step six.

6

The last drawing step is simple because all you have to do is draw her arms, legs, and feet or shoes. Clean up the drawing and you're done.

7

Here is the line art now that you are done. Color in Buttercup in and that's it.

Her hard shell is often exposed when it comes to her sisters and the Professor. Buttercup didn't get her name for nothing you know. I mean look at her head, doesn't it just look like a cup? Anyways, I have one more character from the upcoming 2013 special of The Powerpuff Girls so if you like their new look and you want to learn "how to draw Buttercup" this way go ahead, who's stopping you?
