Step 1.

Draw the guidelines.

Draw her bangs and the shape of her face.

Draw her "drill" like pigtails. Take your time to make the pigtails look 3Dish

Draw her clothes and her neck. Don't forget the arms!

Now finish it by adding the facial stuff like eyes, nose and the mouth. Erase the guidelines and done!
