Begin with drawing some base lines. Take your time and give your best ;)

Now add his shorts and some lines.

Continue with drawing the upper part of his body :) Pay attention that you draw the strawhat too. Because without strawhat he would'nt strawhat Luffy! :D

Now it's time to add face and hair. Pay attention to the details and don't forget the scar under his right eye.

Now you just have to shade or color the picture and it is finished ;) I hope you had fun drawing this :)
