Draw the shape of Eevee's head.

Draw Eevee's clothes, including her furry collar.

Draw Eevee's hair. Leave spaces for the ears.

Draw Eevee's arms behind her back.

Draw her face, tail and ears. Also finish up her clothing and add her legs.

Add a little cute Eevee tattoo on her arm. You might have to zoom in. Now you're done! :)
