Make a simple circle like so.

Next, draw the framing line around the inside of the shape to create Buzz's mask or hood.

Here is where you will draw the wings from Buzz's suit. Don't forget to add the detailing to the wings as well.

Lastly, draw in the hands/feet and then his face with some simple eyes, mouth and eyebrows. Notice the expression of the eyebrows. If there are mistakes, just erase them now.

Add the swirl on the chin to complete Buzz's face, then color in your Tsum Tsum of Buzz Lightyear.
