First, draw the actual eye. Don't forget to make an ovalish hole when making the middle circle and make 2 white spaces for the shiny parts of an eye. Also add the pupil.

I wanted to get right to the coloring, so next, draw the girl's hair, eyelashes, eyelid, and blush mark thingys under her eye.

After that, color the base colors of the girl. I decided to make her hair light blue and her eye light pink (like cotton candy :3) but you can make yours however you like it. ;)

Color the shadows and highlights of her hair, skin, and eyes. If you want to, like the top picture, color pink under her eyes (blushies). Blend, and then you're done! (Sorry the last picture and the top look kind of different. But you can take my tut
