Step 1.
First we're going to start with an oval for the head and draw out a elonged oblong shape that we're going to use for the body. Since he's wearing cloak, we'll just use this as the shape for the whole body, to make things easier.

Next we're going to go ahead and define the shape of the cloak a bit more, leaving the bottom and one of the sleeves for later.

Now we're going to add more detail to the cloak. We'll draw the hole for the hood and draw out the sleeve for the forward hand. We're going to make the bottom hem of the cloak ragged and swirly and add some creases and folds to the fabric.
