Draw a circle/oval with two lines on it to start you off.

Define Katniss' head shape and add in her hair and braid.

Add in her facial features, body, and clothes.

Draw Katniss' jeans and boots, and then move right along into the last drawing step.

Finish your favorite Hunger Games character off by adding in her bow, arrow case, and mockingjay pin.

This is what your drawing should look like once you're finished. Erase any stray lines. Color your chibi if you want, it doesn't matter. I'll be back in the future with more tuts. Stay tuned!
