Step 1.

draw the circle and the rest of the guidelines for the hands and legs.

draw a part of the head and the dress...

now draw the eyes, mouth, eyebrows, legs and hands

now for the hair, and for the hat draw a part of it.

now draw the rest of the hat and her broomstick.

and now your done so enjoy coloring and don't forget to comment about the tutorial.
