Start with two guide lines for the faces of the two clowns you will be drawing.

Next, begin drawing the actual faces of your clowns. This should be done by tackling the bottom parts of the clown faces first.

We will now fill in those empty spaces by drawing the mouths, teeth and then noses and to the clown face on the left, the cheeks and eyes.

Finish the eyes on the left clown face. As you can see the brow arches are high and rounded.

Lastly, draw the eyes and brows for the clown face on the right. When you are done you can erase the mistakes if you made any, along with the guidelines.

That's it, you are done. Now just add some bright colors to finish off the Insane Clown Posse clowns.
