Step 1.

Start with two curves.

Now draw his legs and his feet.

Now draw his arms and hands.

Now add his mouth, and his chin and cheeks.

Now draw his head and his eyes.

Now add his tail and his ears.

Finally, add his markings, you know, the places where the belly and hands and feet skin color goes.
