You first want to start off by making the shape of the eye.

You then want to bold in the top of the eye, to make it look like this person is wearing eyeliner. (The bottom should be thinner than the top.)

Draw in the shine in the eye and the rest shown here.

Now for this part, you have three options. One, you can do this design.

This one, or both if you want. I'm just going to use this one for the rest of this tutorial.

Draw the eyebrow.
