First just draw the (very) basic structure of the head.

Next, start filling in the facial details of the head, but keep them very simplistic.

Now you can start the part of the hood that is closest to the face, again very basic and smooth.

For the final step, just draw in the final parts of the hood and do some shading if you want to.
