for those of you who want to know how i id this here are some drief steps firstly outline waht you want to do it to whather it is dargon like this or anything of your choice secondly you need to fill it with back shapes genrally creating some pattern or just random the closer togeather the better thirdly use photoshop and use the filter glow edges this will give colour of your choice and finally use another filer plastify or sumthing and this will cretae the lighning effect i advise that when adding the filtres u fiddle with effects to find best results
